A Message from Jay

These four Annapolis-based policies have combined to give the Eastern Shore the highest unemployment rate in the State of Maryland. In fact, there is a current 39% unemployment rate for males and females between the ages of 18 and 36. With no jobs, these young men and women will move and with them, an entire Eastern Shore generation will be lost, changing our heritage forever.

I am not an alarmist, but I do believe that we must act now in a coordinated and strategic way to reverse these disturbing trends. This is not a Republican or a Democrat issue – this is an Eastern Shore issue. We must begin thinking now about the opportunities available for our current and future generations. We must begin thinking now about the effects of bad regulations, taxes and fees on the Eastern Shore.

There is no single fix or legislation that will reverse years of abuse by liberal know-it-all Annapolis legislators. However, I am running for the State Legislature to give you a strong "Eastern Shore" voice in Annapolis to reduce taxes and fees and to increase employment opportunities.

My name is Jay Jacobs and I am a candidate to be one of your next State Delegates. I hope you will read on to learn about me and my commitment to the Eastern Shore, as well as my record as the 11-year Mayor of Rock Hall.

For generations, my family has lived and earned a living on the Eastern Shore. My great grandfathers, my grandfathers and my dad were all watermen or farmers. The Chesapeake Bay was a way of life for our family.

Years ago, like most, we saw the writing on the wall. The pollution entering the Bay from the Susquehanna was destroying the delicate ecosystem. Now, years later, the Bay is largely a dead zone. And with the Bay's demise, so went the robust economy we all knew.

It was the changing climate of the Eastern Shore that led me to run for Mayor of Rock Hall. Frankly, there were very few private sector jobs in the County and I knew that we, as a town, needed to make some bold moves or risk losing the town that so many of us called home.

As Mayor, I started an economic program designed to bring industry and jobs to the Rock Hall area. We coordinated private investments with town resources in support of numerous town improvement projects, which directly led to an expansion of the marine trade industry and the tourism industry. The end result was that we added jobs without raising taxes!

This meant that young families could now stay in Rock Hall and the County. In addition, it meant that we had a healthy tax base, which allowed us to eliminate tangible and personal property taxes.

Unfortunately, the State of Maryland is now passing laws that will make it nearly impossible to sustain industry on the Eastern Shore. And with no industry, that means no jobs.

Through a well-crafted, four-pronged attack, the liberal elected leaders in Annapolis are trying to eradicate most businesses on the Eastern Shore. First, they are using taxpayer money to buy up land and development rights; second, they are limiting what an Eastern Shore land owner can do with their property; third, the State has added extraordinary regulations on the fish and farming industries; and fourth, they have added ever-increasing taxes and fees on families and small businesses.
